Lillian Chow – Official Receiver, Hong Kong

Lillian Chow took on the post of the Official Receiver in Hong Kong on March 31, 2025.  She was previously the Assistant Official Receiver of the legal services division, with main responsibilities for the review of legislative proposals and prosecutorial and disqualification work relating to insolvency.  She had also worked in the Lands Department prior to transferring to the Official Receiver’s Office.

Before joining the civil service, Lillian was engaged in regulatory affairs work and has over 10 years’ experience in private practice at Messrs. Johnson, Stokes and Master.  She is experienced in the fields of commercial law, joint ventures, mergers and acquisition as well as in real estate practices.

Lillian holds a Bachelor of Laws and a Master of Laws from The University of Hong Kong and is admitted as a solicitor in the HKSAR and England and Wales.
